PilotEdge is currently in Beta. Once we're live, the network will be staffed approximately 15 hours per day, 7 days per week. This will allow ample opportunity for pilots from all US timezones to utilize the service.

The staffing schedule for the beta program is published on the Beta page.  Staffing will be guaranteed during those hours, and may also be extended on an adhoc basis, depending on availability.

The network itself is available 24/7, regardless of ATC presence.  Pilots can interact with each other on the radio on the published CTAF frequencies for each airport, much like they would in the real world.  Pilots flying at towered airports outside of the coverage area, or outside of the published ATC coverage hours should treat the towers as being closed, and simply announce their intentions on the CTAF frequency for the airport (typically, the tower frequency).
